Rather than a routine server refresh, this staggering capital allocation is engineered specifically to feed the compute-hungry infrastructure behind models like Gemini. The aggressive roadmap targets four municipalities, doubling down on its flagship hub while establishing new outposts.
As Antti Jarvinen, Google's director for Finland, explained to AFP, the strategic footprint is rapidly widening beyond its historical coastal presence:
"Now we are building more in Hamina, expanding that site on a remarkable level, and we are opening up data center operations in three new locations in the municipalities of Kajaani, Muhos and Vaala,"
Construction is slated for 2027 and 2028, with Google projecting an annual €3.6 billion contribution to Finnish GDP and 37,000 supported jobs during construction. Once operational, the sites will sustain roughly 7,000 ongoing roles.
Power Constraints and Infrastructure Defense
The real battle here is energy access. With the EU tightening environmental standards and global power grids facing acute capacity shortages, hyperscalers are racing to corner predictable, low-carbon Nordic energy. Fingrid, Finland's national transmission system operator, projects a 40% surge in domestic electricity consumption driven primarily by the data center rush. Meanwhile, the Finnish Security and Intelligence Service (Supo) has flagged potential security vulnerabilities tied to foreign-controlled computing hubs.
To lock down its energy moat before regional capacity tightens further, Google orchestrated a 22-year clean energy supply contract with Finnish utility Fortum. By securing long-term power purchase agreements decades in advance, Big Tech is driving up infrastructure capex baselines across the board and converting Northern Europe into a computational fortress—effectively boxing out enterprise players lacking sovereign-scale balance sheets.
