As grid bottlenecks and regulatory backlash stall compute expansion across North America and Europe, infrastructure operators are executing a classic energy arbitrage play in Argentina's Patagonia. The region pairs sub-polar cooling and vast expanses of land with cheap hydropower, world-class wind corridors, and immediate access to shale gas from the massive Vaca Muerta formation. In exchange for low per-megawatt operating costs and unconstrained scaling, operators appear increasingly willing to absorb higher latency.
The pipeline is scaling rapidly. Argentine power producer Pampa Energía is actively pitching investors on a proposed 500-megawatt compute hub in Neuquén province, targeting initial contracts by late 2026 with anchor deployments starting at 20 to 40 megawatts. Further south in Chubut, Polish developer Green Capital is preparing an initial 300-megawatt deployment, eyeing an eventual 3-gigawatt footprint. Meanwhile, OpenAI's tentative partnership with Sur Energy, floated in October, underscores the institutional interest, even if formal paperwork remains unsigned.
Yet the structural trade-offs are significant. Full grid infrastructure build-outs will demand an estimated $900 million just to integrate transmission networks, before accounting for subsea fiber logistics. While Patagonia has avoided the public pushback choking Western data centers, friction points loom: Pampa’s site adjacent to its Loma de la Lata facility sits near Indigenous Mapuche communities with a track record of resource disputes, and long-term capital guarantees remain tied to Argentina's post-2027 political cycle. For now, compute capital is betting that cheap power outweighs sovereign and physical execution risks.
